Township Committee Candidates: Martin Lisella

Marty Lisella is the Republican incumbent in this year's race for two open seats on the committee. Lisella has made what he calls Barnegat's flawed tax assessment process a major issue in recent months, voting down the 2011 budget in protest, he said, of an unfair distribution of the township's tax burden. He said he believes the township is cutting where it can and will continue to do so, with extra focus on savings through shared services.
Obviously, taxes are issue number one for a lot of people. Can you offer up some specific ideas for cutting taxes, including, but not limited to, cuts you would make in municipal spending?
“One is to minimize tax appeals,” Lisella said. “The appeals are costing us a great deal of money every year and until we correct that, we’re never going to be able to cut taxes.”
Lisella said the committee looks very carefully at each department, looking for spending cuts, but the township can’t make sweeping staffing cuts quickly because it’s bound by standing contracts.
“We cannot make knee-jerk decisions that could cost us in lawsuits,” he said.
“We’re not done cutting in town hall,” he said, but he does not intend to cut services that residents want and need. “Whatever anyone says, the majority of citizens still want a clean, safe environment to live in,” Lisella said.
Did you approve of the 2011 municipal budget? If not, what specifically would you have changed?
Lisella said his no vote on the budget was “in protest to the assessment system in our town,” a system he said was flawed and led to an inconsistent assessment of property values and thus an unequal distribution of Barnegat’s tax burden, on top of costly tax appeals.
“If we could have eliminated those problems that we had over two years that cost us $2 million, we could have worked with a leaner budget,” he said. “I don’t think anyone in town would balk at paying their fair share of taxes as long as they know their neighbors are paying a fair share as well.”
Assessments aside, Lisella said he didn’t think the committee did a bad job with the 2011 budget.
“We really cut it down pretty close,” Lisella said. “There are other things we’re looking at,” he said, but current contract negotiations meant he couldn’t go into detail.
“There are some areas that could be refined that we’re working on,” he said. “It’s not over yet. More shared services will streamline the budget in the future.” But many of the problems that push property taxes higher in New Jersey can’t be solved on a municipal level, he said.
“No one can expect a huge decrease in their property taxes as long as all the components in the system of the state of New Jersey that are currently in place stay in place,” said Lisella. “Until we change that, we’re not going to see a big decrease. All we can do is streamline the municipal budget as close to the bone as we can possibly work it, without taking away from critical services residents expect and deserve.”
One issue that readers have been asking everyone to weigh in on is salaries and benefits for elected officials. Do you, or would you, collect and keep a salary and medical benefits? What are your thoughts on those who say elected officials should not do so?
Lisella said he would continue to accept his committeeman’s salary and benefits. Serving on the committee is a time-consuming and demanding job, he said.
“My personal income since I’ve been elected has fluctuated 30 to 35 percent in a downward trend,” said Lisella. “Some of that is related to the economy, but a large part is because of the time and effort put into the township.”
The compensation offered to committee members is “well deserved and well earned,” he said.
Accessibility and transparency are also important topics for a lot of people. Do you, or would you, make a point to personally respond to calls and emails from residents? What do you think can be done to increase the level of communication between residents and officials, and make township matters more transparent?
Lisella said he responds to all personal emails and phone calls in as timely a manner as possible. Most calls get forwarded to his office, he said, and he makes a point to answer or call back.
He said he’s had calls from people angry over a problem or struggling to understand an issue. “We try to solve their problems as quickly as we can,” he said.
Lisella said he thinks Barnegat does a good job of keeping its government transparent.
“The books in town hall are open,” he said. “People OPRA everything under the sun.”
He said he supports the idea of getting input from residents knowledgeable on various issues, even if the township can’t take their advice on everything. But when it comes to holding open forums to discuss the construction of the budget, he said he’s torn.
“It depends who would be sitting down at those meetings,” said Lisella. Allowing a budget workshop to turn into a place where people attack committee members wouldn’t be productive, he said, “and I don’t know how to limit it to the people who would be more constructive.”
What else is important to you as a candidate?
“My first term is coming to an end,” Lisella said, and he learned a lot about how to run the town in his first three years on the dais. Now, he said, he wants to apply that experience to another term.
“I’ve accomplished a lot, but there are a couple more projects I want to get involved with. There are more shared services opportunities. There’s a little bit more streamlining we could do. I want to make Barnegat a town people want to move to, where they can get a fair share for their dollar.”

A vote against Lisella is a vote against using open space funds for new hi tech Softball and Soccer fields, and the traffic and noise and litter and maintenance cost that come with them. Lisella and his friends want to make Barnegat into another Manahawkin so he can be a "Big City Politician" . The residents of Barnegat want to live in a small seaside town where they don't mind driving 4 or 5 miles to the "Big Stores" .

Leroy, Lets see what I can say about Effron other than he is a liar. He is unqualified. He can't answer any questions here like a man, He is supported by the most far left wing radicals. He came in dead last in the democratic primary, then cried and supported the Mayor. He never stood up against the softball field. When he ran as the "real democrat" he wanted to take full health benefits, pension and salary. On top of all that he said that over the past 20 years of living in Barnegat he has done "nothing" for the people of Barnegat. If there were even a drop of consideration remaining for Mr. Lisella, his remarks above flush that drop into the nearest septic tank.
Mr. Lisella's income is down so that justifies his taking benefits? Tell that to the person whose job was eliminated and is out of work, out of unemployment benefits and has no medical plan.

Absolutely correct. At the debate, Ms. Bluemntahl revealed that the coverage is, as a matter of FACT, FAMILY COVERAGE. That means you and I and our neighbors are funding a coverage for Mr. Lisella's entire household - - and that is an outrage if ever there were an outrage.
Ms. Blumenthal also revealed that, had she taken all of the coverage (she confessed to taking the prescription plan - she originally denied taking any coverage) then the bill for taxpayers would have been more than $18,000.00 just for her.
If Barnegat were in "good times" then this issue might not be critical. But Barnegat is in HARD TIMES. Substantial numbers of people are out of work and fast running out of unemployment benefits. Drive through any neighborhood and see countless homes for sale at bargain basement prices.
And Mr. Lisella thinks it is okay to pass his personal costs on to the rest of us?

It takes alot of time and effort to raid the open space fund and swing the bat for Mirage softball. Maybe if Marty spent less time on the softball field, and more time taking care of his customers, his income wouldn't be down 30 percent and he wouldn't need to take benefits.

Martin Lisella proved, beyond any doubt, that he is running for reelection for personal gain. Mr. Lisella thinks it is "no big deal" that people in Barnegat who might be out of work and on the verge of losing their homes pay for HIS medical benefit package to the tune of almost $20,000.00.
That takes gall, Mr. Lisella. You are gainfully employed. There is no way a thinking person is going to believe you work a full-time job and then work an additional 35 + hours for the township.
Let us not forget, it was Mr. Lisella who made the motion (passed by the committee) that cut the number of township meetings in half. It was Mr. Lisella who led the charge to cut recycle pickups to every other week.
Hooray for me - - to hell with you. That is Martin Lisella's way of doing business.
Martin Lisella does not deserve to be reelected. His arrogance and greed are clear. If he needs medical benefits then let him earn them and not live, like a parasite, off your sweat and mine.

Well I attended the debate last night, and to put it bluntly, it turned into the Marianne Clemente, Rose Jackson show. It was without a doubt the worst run debate I have ever seen. The LOWV were used as a democratic tool. As far as the comments made above about Mr Lisella, he was the ONLY one whose answers showed he had a true grasp of the issues. As far as the medical benefit question, the only honest answers came from Lisella and Morano. You people who whine and complain about benefits are only trying to champion their candidates. Howard and Efron have benefits from their police pensions, which by the way we all payfor. Hyprocritical at best. No one benefited from last night since everyone had their cheering sections there. Lisella and Morano get my vote.

Having heard the debate, I concur, albeit in part, with Mr. Cannon. The part about Messers. Howard and Effron are incorrect. Mr. Effron was never a police officer. Mr. Howard took retiree's benefits no different than scores of others who retire after several decades of work. That is a matter in a labor contract. And the benefits were earned via documented full-time employment.
Taxpayer-funded benefits are an issue, sir. For Mr. Lisella to sit there and say it is just and proper for you, me and our neighbors to pay for his benefits when we all know he does not work full-time for this township is an insult. Tell it to the guy who has a wife and kids and is out of work. See what he has to say to Mr. Lisella.
And let us not overlook that Ms. Blumenthal exposed herself as having fibbed. She formerly declared she had taken zero benefits. But once she learned the facts were out, she amended that to state she took partial benefits - - and she is medicare eligible.
People have enough trouble paying for themselves. To pay for others who rely on flim-flam instead of candor is wrong.

Walter, do I know you? If you saw me at the debate and had something to discuss, all you had to do was come forward and do so. That, sir (or madam) is courage.
Ms. Blumenthal (Mr. Lisella's running mate) confessed she took benefits. She clearly stated that cost taxpayers around $18,000.00. Her husband was alive back then. Grade school math is the answer, Walter. If it cost $18k for two, then one should caost $9k - - not $7k. That kind of "fuzzy math" is what's killing this town with taxes.
The point is the benefits - - period. I know a person, Walter. He worked hard for 22 years and his employer went bankrupt. This fellow has a young son who requires ongoing, expensive medication. He lost his benefits along with his job. You think it is fair that he has to beg, borrow and steal while Mr. Lisella lives off his sweat? A man who is gainfully employed as a manager for a thriving real estate firm lives off this fellow's sweat???
Mr. Lisella said he was "prepared" to be questioned about the benefit package. If he wanted to produce records, the debate was the time to do that when he responded to the question. He also failed to produce verified time records to prove his unsubstantiated claim that he meets the requirements of law and works for the township 35 hours per week.

As a "newcomer" to Barnegat.... Here are the issues I see :
1. There is too much building and proposed building of new residences. Barnegat is in danger of overpopulation. And new building is going to hurt the older neighborhoods by causing abandoned/forclosed homes to stay on the market.
2. Recycling costs the Barnegat taxpayers. In Woodbridge NJ , it makes money. WHY is this?
3. Concern over what size and types of businesses will be allowed in the new Development Zone on Rt.9
4.Use of "Open Space" funds for fireworks displays (7,500 per year) and new baseball and soccer fields. Most residents I have talked to want the funds used to purchase and clean up new open space areas for nature areas or small simple parks that can be enjoyed by all.
5. Keeping West Bay Ave,to a small town/ historic town design east of Barnegat Blvd. Same for the area along Rt.9 From for at least two miles on either side of West Bay Ave.

the comments about all the candidates is a testiment to the pitiful array of whiners we have in this town. I don't agree with all the candidates, but at least they are putting their names on the ballot to try and do something for all of us. Although few things were as important to the Hellene of yore as civic responsibility, in the name of beloved honesty I must reveal that I did not attend the discussion of October 27 due to unfortunate personal circumstances. Even so, after reading Mr.. Lisella's bio, interview, and the commentary on it, I feel I can comment responsibly. As Ken Banks so aptly put it, raiding the open space fund and swinging the bat for Mirage softball must have taken a lot of Lisella's time and energy. It is clearly his greatest failing. For a self proclaimed conservative to delude himself that more and more fields are a necessary service the town must provide even in these terrible financial times for old and young Barnegaters alike, is pure self deception. No one has a right to special fields, or in fact any fields. These are a luxury at best; at a cost of raiding the open space fund, such an expense is unethical even if not illegal.
Many residents don't want a "bigger, better town" because it means more expensive, less responsible, and increasingly less pleasant. Let the people make their desire to keep the sleepy town on the bay they moved to just that. Not snazzy, not upscale, not competing for number one status. Plain and simple is less costly, less complicated, quieter, slower, and all around better. Mr. Lisella, if you can't give up the game, please pick up your softball and go home.

Peter Cannon, I think you confuse yourself with Peter Gunn, the TV detective of the last century. But your sleuthing is faulty, as is your spelling, it's pseudo, not sudo, Relating to a pen name it is neither; the correct term is nom de plume. But lets not nit pick. In reference to Mr. Lisella, you must not have read the comments on these pages, that I read before I wrote my own. In addition to Ken Banks' pithy comments, which I mentioned, Mr. Souveroff referred to the openspace issue and the noise and traffic accompanying more sporting fields. I should have mentioned his name, but did not remember how to spell it. No, I am not who you think. Just one of many who share the same thoughts and sometimes the same words, which frequently appear in the Patch's pages.

Does anyone else find it's interesting that Lisella is a Real Estate Broker ? Someone who would benefit by rising home and land prices , and more homes in a more developed market to sell.
Most residents of Barnegat do not want to see more developement , more noise , more ball fields , more traffic , more trash , more crowds. Barnegat is a small shore town. We don't need or want politicians with grand plans and aspirations. We need responsible small town government concerned with keeping the streets clear of snow , the garbage being picked up , and property taxes down.
And where ARE all these politicians when it comes to things like the inner town streets needing repaving ? Like Hillside Ave. between Blue Claw Drive and West Bay Ave. ? And WHY IS Blue Claw Court called Blue Claw Drive ? lol

Asbury Park Press reports the cost of the benefit package to be $17,000.00 per committee member per year. Add to that another $4k per year and the fact that they get a taxpayer funded pension after a mere 10 years.
And that is not even close to what Mr. Lisella stated at the candidates' debate. He just played to the crowd telling them what he thought they wanted to hear.
Will Mr. Lisella question the integrity of the APP reporter who exposed the truth for all of us to see? No, I doubt it.

ET, don't hold your breath. Marty and BDog have this all wrapped up. They have gobs of money from special interests to campaign with, while their opponents have filed declaratory statements that they haven't even met the threshold which requires them to report. It's a safe bet the GOP has more money to spend than Effron and the Dems put together. Effron's impact will likely be to siphon votes away from the Dems, but my prediction is Marty and BDog pile up more votes than Effron and Dems combined. For the first time in the thirteen years I've been here all five committee seats will be held by one party. Start saving your money for next year's tax increase.
